Special Feature: Outcomes-Based Approach |

One of the Faculty of Education's missions centres around striving for excellence in teaching and learning along with nurturing effective professionals in education. With the implementation of the new 3+3+4 curriculum and in line with the University Grants Committee's (UGC) Outcomes-Based Approach (OBA), the Faculty of Education is putting considerable effort into enhancing effective learning and teaching and establishing learning outcomes at various levels. In order to provide an overview of the development of OBA in the Faculty, we have invited Prof. Lee Chi Kin John, Dean of Education and Chairman of the Faculty's OBA Task Force, to share with us his thoughts concerning the development and progress of OBA in our Faculty.

A Faculty-wide workshop on Outcomes-Based Approach (OBA) was held on 22 June 2009. The focus of the workshop was to update colleagues on the progress of OBA in the Faculty, share experience on the OBA Teaching Development Grant (TDG) Project, and exchange views on the alignment of learning outcomes and activities, along with considering how learning outcomes might best be phrased to comply with OBA terminology.

Assuring the quality of higher education becomes a world-wide concern in the global climate of accountability and continual improvement. "Outcomes-based Approach" (OBA), which focuses on what students should know, understand and be able to do as a result of a period of learning, is therefore introduced and regarded as an effective approach to enhance the quality of higher education. Under the context of teacher education, student teachers demonstrate a fulfillment of learning outcomes when they are able to internalise what they have learnt in individual courses and apply such knowledge and skills successfully in teaching practice (TP).

C&I's PhD students are an important part of the Department's profile. However, they're such a hardworking bunch of individuals, all wrapped up in their research, that it's only occasionally that we see them all together – despite the fact that they're with us for three or four years. So, on a recent nice autumn morning, C&I's PhD students gathered together for a group photo on the steps of the Ho Tim Building in the November sunshine.

隨著1997年香港的主權從英國回歸中國,「香港人」政治成員身份的變化便成為一重要及迫切的議題,而「愛國論」和公民教育的重新定向亦帶來連番爭議。雖然許多國家都以國民身份為公民教育的核心,來形塑其可欲的國民。可是「國家民族教育」(相關的提法還包括「國民教育」、「愛國教育」)在殖民地的香港卻長期被忽視和排拒。回歸前後,香港人的身分成了一個熱門話題。本港的社會和教育界就公民教育的取向和主次問題也產生了激烈的爭論,特別在國家民族教育和民主人權教育的方針上。「公民教育中應否加強國家觀念和民族意識?」和「香港需要怎樣的國家民族教育?」也一直是爭論不休的問題,亦令人關注到特區政府會否推行和大陸相似的一套中央化的愛國主義文化和教育政策。

香港中文大學教育學院有見教育發展迅速,在教育改革與課程改革的要求下,學校改進的呼聲不斷,所以於2000年在教育領導發展中心轄下成立「學校發展及評估組」,由本系彭新強教授領導。該組首先推出一項名為「學校自我評估與校本表現指標」的學校改進計劃,並得到優質教育基金資助,在10所小學和10所中學試行兩年,以推動學校透過自評改善,並配合教育部門的「校外核實」(External School Review)政策的落實。「學校發展及評估組」至今已成立10載,由於得到學校的支持,該組不斷推出新的計劃,以滿足學校的需要。由於計劃眾多,未能逐一詳列,茲簡述近兩年推動的計劃,介紹如下:

地震發生一週年,四川災民的生活開始安頓下來,兒童都陸續回到學校上課。學期一完結,教育心理系的老師再次到訪四川,為兒童和老師提供一系列的活動和工作坊。到訪目的,是希望提升兒童學習的效能和樂趣,同時在當地培訓心理輔導的專材。

受訓人數增加即專業化?
香港自70年代末實施普及教育以來,經歷從量到質的教育尋索歷程。回歸以後,當局「從新確認幼兒教育的地位」(教育統籌委員會,1999,頁3),為幼兒教師制訂一系列指標,以提升其專業水平。
2009年5月公佈的統計所見,本地曾受訓練的幼兒教師達96.3%,而大學畢業和同等學歷的教師則佔12.3%(教育局學校統計組,2009)。然而,受訓人數節節上升,這是否便等同於專業化?本文對此作出探討,並試圖為幼兒教師專業發展另覓新方向。

香港的教育,讓我感慨很多,還記得自己自小已是在香港的教育制度下成長,由一個幼稚園學生,什麼也不懂,只是三、四歲便已開始接受默書考試,要考一個很高的名次,才能取悅周遭的人的讚賞,什麼愉快學習,實在與這個考試的分數和名次掛鈎;到了小學的六年學習生活當中,我不希望自己是一個死記硬背的學生,故曾一度不去努力記下所有知識,我希望是從探索發掘知識,當然這令我的名次一落千丈,讓我再屈服於這種教育制度下,我必須要再被填鴨;到了中學也是如此,要應付中三的淘汰試、中五的會考、中七的高級程度會考,最後我選擇了不繼續升讀大學,投身於幼兒教育的工作,原因是我想認識更多的幼兒教學法,去啟發幼兒的成長。

教育行政與政策學系
滬港兩地在九十年代末起均積極推動教育改革,以發展優質/素質教育為主要的發展方向。面對教與學的種種改革,教師的工作出現了新的轉變及挑戰。本研究比較上海及香港兩地在教改的大情境下教師專業性的面貌,以呈現兩地教師在教育改革下處境及面對的困難。本研究採質化研究取向,在2003至2004年期間,主要訪問了香港及上海各兩所學校的教師,其中兩所是兩地的重點學校,另兩所是初成立三年的普通學校。
