As an expert in public administration, Dr Kitty Poon Kit (05/GS/GPA), Under Secretary for the Environment, was admitted to a Ph.D. programme in Government and Public Administration at CU subsequent to the completion of a Master Degree in International Affairs at Columbia University. Prof. KUAN Hsin-chi, the then Chairman of the Department of Government and Public Administration, was the supervisor for her doctoral thesis. Under Secretary for Financial Services and the Treasury Ms Julia Leung Fung-yee (82/NA/JLM) graduated in Journalism and Communication from CU with First Class Honours, a recognition of distinction rarely conferred by the Department back in the early 1980's. Being the youngest Under Secretary appointed, Ms Florence Hui Hiu-fai (95/SC/BBA), Under Secretary for Home Affairs, was yet another outstanding student while she was studying BBA at CU. The story has it that she graduated with First Class Honours with a GPA close to the maximum score of 4. Being one of the most outstanding students in her cohort, she was selected to be the graduate representative of her Class to deliver a speech at the graduation ceremony. Mr Yau Shing-mu (82/UC/BCH), Under Secretary for Transport and Housing, is the only male appointee among the 4 alumni. Although he majored in Biochemistry, Mr Yau admitted that the subject was not his passion during an interview by the "CU Alumni" magazine. It was in fact his experience being the Chief Editor of the "CU Press" which had paved way for his outstanding career in the media industry.
